Abstract
South Lampung Regency has issued Regional Regulation Number 3 of 2018 concerning Non-Smoking Areas. It protects a clean, healthy and comfortable living environment and prevents and controls exposure to cigarette smoke, especially in passive smokers who have a higher risk than active smokers. The habit of smoking indiscriminately, which is usually a male habit, also has an impact on women who become passive smokers, even though it is proper that women also have the right to get clean and healthy air and be free from cigarette smoke contamination. This study aimed to determine the gender perspective in the regional regulations of the non-smoking area of the South Lampung district. The research method used is qualitative research using content analysis. The results of the study show that in the South Lampung Regency Regional Regulation Number 3 of 2018 concerning Non-Smoking Areas, gender issues have not been clearly contained in each of the regulations and have not explicitly included gender in consideration of the articles, but the gender perspective is already implicit even though not written yet. It can be seen based on access, participation, control and benefits in the formation and implementation of these policies and as an effort to realize gender equality and justice so that a gender perspective arises in environmental development.
