Abstract
ABSTRACT The main problem in this research is the conflict between wildlife and humans, which is one of the causing the decline in wildlife populations and losses for the surrounding community due to land being destroyed by wild animals. This study aims to identify and determine the supporting and inhibiting factors regarding the starting conditions in the practice of collaborative governance of conflict mitigation. The results of the research identification of starting conditions in collaborative governance practices in overcoming conflict mitigation indicate a readiness to collaborate. This is supported by the existence of balanced resources, incentives incentives provided in accordance with applicable regulations and the ability to control conflicts that occur within the organization. Furthermore, in collaboration there are inhibiting factors including abundant resources which are a separate threat and the size of land that is difficult to control. . The supporting factors are the availability of areas for collaboration, government support, higher education participation, and the availability of stakeholders.
