Abstract
The enactment of Law Number 11 of 2020 concerning Job Creation, amending 80 sectoral laws and elaborated in 51 derivative regulations in the form of Government Regulations (47) and Presidential Regulations (4) and has changed the direction of decentralization to become recentralization. This paper aims to analyze the impact of the enactment of the Job Creation law on local government affairs in the field of basic services. Using a doctrinal writing approach, the results of the analysis show that: The Job Creation law and its derivative regulations make a shift in legal politics towards the issue of licensing simplification and investment ease which leads to the creation of new jobs. Of the 6 obligatory local government affairs related to basic services, affairs in the field of spatial planning are most significantly affected by the enactment of the Job Creation Law, while other affairs are not significantly affected. Local governments need to prepare regulatory and institutional aspects in response to the enactment of the Job Creation Law.
