Abstract

Community Forest (HKm) is legal access given by the government to farmer groups to manage and utilize forest products with certain rules that are to maintain and preserve the function of forest areas. The success of the HKm program is influenced by many factors, one of which is the farmers' understanding or perception of the program. Perception is formed from the characteristics of the farmer. The characteristics of farmers consist of their internal and external factors. This study aims to (1) identify the level of farmers' perceptions of HKm management, (2) analyzing farmers' internal and external factors that correlate with his perception to the success HKm program. The research was conducted in HKm Sinar Harapan, KPH Batu Tegi area, Tanggamus Regency, Lampung Province. The analysis of the level of farmers' perceptions of the HKm program was measured using a scoring technique. The correlation between farmers' internal and external factors on HKm was analyzed using Structural Equation Modeling (SEM) using the Smart Partial Least Square (PLS) approach. The results showed that the public's perception of the success of the HKm program was high. Farmers have understood the contents of the IUPHKm related to the benefits obtained, types of plants that are allowed and prohibited. Licensing requirements that must be met, the licensing process, rights obtained and obligations that must be obeyed, the period of utilization of HKm includes actions that cause the expiration of the HKm permit. Institutionalization, socialization and the role of assistant staff as well as support from government and non-government agencies are felt to be important by farmers. Internal factors that are significant to farmers' perceptions of the HKm program are informal education and experience in managing land. Meanwhile, external factors, namely the availability of information and the intensity of the extension workers were not significant to farmers' perceptions.
