Abstract

ABSTRAK Lumbung pangan khususnya lumbung padi merupakan institusi yang sudah lama dikembangkan di daerah penghasil padi, termasuk di Provinsi Lampung. Lembaga ini diinisiasi dan dikembangkan oleh masyarakat setempat atas swadaya masyarakat ataupun oleh pemerintah. Lumbung berperan secara sosial maupun ekonomi dalam ketersediaan dan ketahanan pangan masyarakat khusunya rumah tangga petani padi. Dengan makin berkembangnya suatu desa keberadaan lumbung menjadi suatu lembaga yang penting untuk dipertahankan dan ditingkatkan perannya. Penelitian ini bertujuan mengkaji pendapatan, persepsi, dan partisipasi anggota dalam kegiatan lumbung pangan, serta hubungan antara ketiga variabel tersebut. Penelitian yang menggunakan metode survai ini dilakukan di dua kabupaten, Kabupaten Pringsewu dan Lampung Selatan. Responden dalam penelitian ini berjumlah 160 petani padi anggota lumbung. Hubungan antarvariabel dianalisis menggunakan korelasi rank Spearman. Hasil menunjukkan bahwa persepsi petani termasuk dalam kategori cukup baik, partisipasi cukup aktif, dan pendapatan usaha tani padi umumnya rendah. Makin tinggi pendapatan usaha tani padi makin baik persepsi petani terhadap lumbung pangan. Namun, makin baik persepsi, belum tentu partisipasi petani dalam lumbung pangan makin aktif. Kata kunci: partisipasi, persepsi, lumbung pangan ABSTRACT One of local institutions commonly exists for generations in villages, including in Lampung Province is food barn, especially rice barn. This institution was initiated and developed by community as well as by government. Food barn functions socially and economically as reservation of rice produced by farmers. In the era of globalization, the existance and the roles of food barn need to be maintained and developed. This paper studies how rice farmers perceive the institution and participate in the food barn activities, and how their income relates to their perception and participation. The research uses a survey method in Pringsewu District and Lampung Selatan District of Lampung. As many as 160 rice farmers who are members of food barns are respondents. Data are analyzed using rank Spearman correlation. The results of the study indicated that the farmers' perception on food barn institution is good enough, participation is moderately active, and annual income belongs to low category. The higher the income the better the perception. Whereas, not all who have a good perception participate in the food barn. Keywords: participation, perception, food barn
