Abstract
This research aims; 1) analyze the process of developing of inclusive teaching model for children with special needs, and 2) analyze the effectiveness of inclusive teaching model by looking at the aspect of increasing student learning outcomes and activities. This research is a research and development, which produced a prototype of inclusive teaching model. The subjects were strudents Al Huda, sampling performed to meet the testing stage: 1) one on one review, 2) small group testing, and 3) field testing. The data were collected with test and non-test instruments. Data were analyzed using t-test and quantitative descriptive. The research results show that: 1) this research produced an inclusive teaching model of regular classroom with pull out for local content study through work group of STAD type with small groups consisted 2-3 students, 2) inclusive teaching model improved students learning activities, and learning outcomes of students with special needs.
