Abstract
The 10th World Water Forum (WWF), held in Bali, Indonesia, with the theme “Water Shared Prosperity,” served as a global platform to discuss water resources for shared prosperity. This study examined the role of the Bali Street Carnival and the Melasti Water Carnival at the 10th World Water Forum as forms of cultural diplomacy, employing a qualitative case study approach with discourse analysis. The study employed the concepts of cultural diplomacy and soft power. As the host of this international event, Indonesia aimed to connect the importance of collaboration and sustainability awareness with the values rooted in its cultural heritage. By engaging foreign participants through cultural carnivals, Indonesia leveraged culture as a diplomatic tool to foster a positive image and promote mutual understanding among nations.
