Abstract

The 10th World Water Forum (WWF) held in Bali with the theme “Water Shared Prosperity” was a global platform to discuss water resources for common prosperity. This study focuses on the role of the Bali Street Carnival and Melasti Water Carnival at the 10th WWF as a means of cultural diplomacy to promote Indonesian culture using the qualitative method with descriptive analysis. This research employed the concept of cultural diplomacy itself and soft power. Bali Street Carnival and Melasti Water Carnival demonstrated Indonesia’s cultural diplomacy to increase tourism and strengthen recognition of cultural heritage. Culture as a soft power was also projected to attract international attention. In addition, through the global forum, Indonesia showed strong collaboration between local, regional, and national governments and encouraged people to be aware of environmental protection. Bali Street Carnival and Melasti Water Carnival also became forms of cultural diplomacy that offered opportunities for local artists in addition to pursuing national interests. This study suggests that cultural diplomacy and soft power can help preserve cultural heritages and increase Indonesia’s status globally.
