Abstract

ABSTRACT TheroleoftheIndependentAgriculturalandRuralTrainingCenter(P4S)istoconducttrainingandassistanceforpeoplewhowanttolearninthefieldofsuperiorfarmingdevelopedbyeachP4SInstitution.P4Shasanimportantroleinempoweringfarmersbyprovidingtechnicalknowledge,accesstomarketsandfinancialsupport.TheroleofP4SisinseparablefrominternalandexternalfactorsoftheInstitution,sothisstudyaimstodeterminethefactorsrelatedtotheroleofP4SinEastLampungRegency.InternalfactorsoftheInstitutionarethesystemofinstitutionalgovernance,cooperationandpartnership,institutionalcapacity,andmanagementoftheInstitution.ExternalfactorsoftheInstitutionarethenumberofassistedfarmersandtherewardsystem.TheresearchwasconductedfromOctobertoNovember2022.Therespondentsinthisstudywere70peoplewhohelpedfarmersassistedbyP4SinEastLampungRegency.Datawascollectedthroughinterviewtechniqueswithsemi-structuredquestionnaires—dataanalysisusingpathanalysisPLS(PartialLeastSquare)withSmartPLS.Theresultsofthisstudyshowthattheinstitutionalgovernancesystem,institutionalcapacity,institutionalmanagement,andrewardsystemarerelatedtotheroleofP4SinEastLampungRegency.Institutionalgovernancesystem,cooperation,andpartnerships,theroleofP4SassociatedwiththelevelofempowermentofassistedfarmersP4SinEastLampungRegency.InstitutionalgovernancesystemrelatedtodirectandindirectempowermentofassistedfarmersthroughtheroleofP4SinEastLampungRegency.TheInstitution'sgovernancesystemwasfoundtobethemostimportantfactorrelatedtotheroleofP4S.AgoodinstitutionalgovernancesystemcanhelpP4Sbecomemoreeffectiveandefficientinprovidingtraining,counsellingandassistancetofarmers.
