Abstract
This study aims to describe how to deal with beggars in Bandar Lampung City which has increased significantly and what factors are the causes of the increasing number of beggars in Tapis Berseri City. Because one of the main tasks of a country is to provide welfare for its people. The same applies to Indonesia, which adheres to the concept of welfare law. Moreover, in this country's constitution it is emphasized that the poor and neglected children are cared for by the state. However, in practice, there are still phenomena that indicate that the people of Indonesia are not yet prosperous, one of which is the increasing number of beggars. This study uses a normative research method based on the Regional Regulation of Bandar Lampung City No. 03 of 2010 concerning the Guidance of Street Children, Homeless, and Beggars, Islamic teachings, as well as customary rules that serve as guidelines for the people of Lampung, namely Piil Pesenggiri. The subject of this research is the people of Bandar Lampung City and is more focused on the people who are in public places. The results of the study indicate that existing regulations have been implemented but many people do not know or are reluctant to comply with these regulations. In addition, the people who become beggars are Muslims who in fact use Islamic attributes in carrying out these activities. Therefore, there is a need for cooperation between the government and relevant stakeholders to maximize the implementation of existing regulations. In addition, the Department of Social Affairs is also very much needed to accommodate beggars and a place to hone the skills of beggars. With this collaboration, it is hoped that the existing local regulations can run optimally, and the number of beggars can decrease.
