Abstract

ABSTRACT Cassava is a food commodity with the highest production in Lampung Province. This causes cassava to be one of the strategic commodities and superior of Lampung Province. Production, productivity and competitiveness of cassava in Lampung Province must be improved in order to maintain national food security. The aims of this research were: (1) to analysis of competitiveness of cassava in Lampung Province, and (2) to analysis of infrastructure development impact, changes of input and output prices against of of cassava in Lampung Province. The regencies as a sample selected by purposive sampling were Middle Lampung, North Lampung, South Lampung, and East Lampung. Determination of the farmers used stratified simple random sampling. Sampel in this study were 120 respondents. The results showed that cassava provides financial and economic benefits. This condition is reflected in the value of private and social benefits that are positive. The cassava competitiveness indicator is indicated by PCR and DRC values. The value of PCR and DRC of cassava farming in Lampung Province were 0.57 and 0.45 respectively. It shows that cassava in Lampung Province is a commodity that has competitive and comparative advantage. The competitiveness of cassava in Lampung Province decrease with the increase in transport costs, fertilizer cost also the decrease in output prices. Keywords: competitiveness, cassava, policy ABSTRAK Ubi kayu merupakan komoditas pangan dengan produksi tertinggi di Provinsi Lampung. Hal tersebut menjadikan ubi kayu menjadi salah satu komoditas strategis dan unggulan Provinsi Lampung. Produksi, produktivitas dan daya saing ubi kayu di Provinsi Lampung harus ditingkatkan dalam upaya menjaga ketahanan pangan nasional. Untuk itu penelitian ini bertujuan untuk (1) Mengkaji daya ubi kayu di Provinsi Lampung, dan (2) menganalisis dampak pembangunan infrastruktur, perubahan harga input dan output terhadap daya saing ubi kayu di Provinsi Lampung. Lokasi penelitian ditentukan secara sengaja (purposive) di tiga sentra utama penghasil ubi kayu di Provinsi Lampung yaitu Lampung Tengah, Lampung Selatan dan Lampung Timur. Metode pengambilan sampel dilakukan dengan teknik stratified random sampling. Sampel dalam penelitian ini berjumlah 120 responden. Hasil penelitian menunjukkan bahwa ubi kayu memberikan keuntungan secara finansial dan ekonomi. Kondisi ini tercermin dari nilai keuntungan privat dan sosial yang bernilai positif. Indikator daya saing ubikayu ditunjukkan oleh nilai PCR dan DRC. Nilai PCR dan DRC usahatani ubi kayu di Provinsi Lampung masing-masing sebesar 0.57 dan 0.45. Hal ini menunjukkan bahwa ubi kayu di Provinsi Lampung memiliki keunggulan kompetitif dan komparatif. Daya saing ubi kayu di Provinsi Lampung semakin rendah dengan adanya kenaikan biaya angkut, kenaikan harga pupuk dan penurunan harga output. Kata kunci: daya saing, kebijakan, ubikayu
