Abstract
At the end of2020 The Government andTheDPR enactedLaw No. 11 of 2020 concerning Job Creation. This Job Creation Law uses the Omnibus Law model in its technical formulation which covers eleven policy areas, one of which is the manpower sector.At the same time, almost all local governments havehadregulations related to the implementation of manpower in the regions with reference to previous laws.The aim of this paper is to: 1) describe and analyze whether or not there are regulatory implications at the regional level related to the substance of the regulation in the Job Creation Law, and (2) recommend any aspects that require adjustment in the regions as implications for the change in the policy of implementing the manpower.It isa descriptive study that employs a qualitative approach and analysis.Data were obtained by conducting interviews and documentation studiesby doing reports and research related to labor policy.The results indicate that substantially there is a highly strategic implications for the need of policy changes at the regional level asa follow-up to the mandate of the Job Creation Law. Some aspects require strategic adjustments, especially in terms of certain time work agreements, outsourcing, minimum wages, termination of employment, severance payment, job loss insurance, working timeand leave rights, and the use of foreign workers in the regions.These two findings confirm the study in policy studies that the substance of public policy will continue to grow so that policy changes in any field of government affairs will inevitably affect the dynamics of life both in society and regional arrangements
