The study was conducted between 2014-2018, and all Indonesian provinces were included in the purposive sampling method. Multiple linear regression was widely used in conducting the research where the results indicated adherence to mandatory spending on education in the province of Jakarta. Compliance in health spending was demonstrated by; West Sumatra, Bengkulu, Lampung, Central, and East Java. Also, South Sumatra, Bengkulu, and Lampung achieved the mandatory expenditure on infrastructure. However, no province implemented the village fund requirement.
