Abstract
The objective of this research to identify the flypaper effect of regional expenditures of country and city governments in Indonesia and it impacts the level of regional financial independence. The population used in this study is the country/city of Indonesia for the period 2014-2016. Key word: flypaper effect, regional expenditures, the level of regional financial independence.
