: Economic empowerment plays a significant role for SMEs, given that SMEs have not been able to independently compete due to their limitations. This study aims to examine the management of CSR programs, the empowerment of SMEs, and the implications of the results of digital empowerment for SMEs bya State-Owned Telecommunications Company. This study is qualitative research. The finding of this study is the existence of Smart Business program for SMEs.
